Off plot scope

Besides the design of the reactor, other non-nuclear preparations are also necessary to allow PALLAS to be operated optimally and safely. These activities are accommodated in the sub-project ‘Off-Plot Scope’. For example, a proper cooling water supply is important. In order to arrive at the right cooling system, a multi-criteria investigation is carried out, which focuses on matters including licensability of the cooling system, the investment and management costs, supply reliability, the environment and the fitting in with the landscape.

Three options are studied:

  1. Complete cooling with fresh water from the North Holland Canal
  2. Cooling with fresh water form the North Holland Canal combined with air cooling
  3. Complete cooling with North Sea water

Besides the cooling water facility, the ‘Off-Plot Scope’ sub-project will deal with fitting the PALLAS infrastructure in the industrial site in Petten. The layout of the site will be adapted in such a way that the reactor, the cooling systems and the laboratories and office accommodation link together optimally. Moreover, it is important to ensure good access roads to and from these facilities. It must be possible to rapidly, safely and efficiently transport the irradiated materials and medical isotopes to the laboratories for post-processing.

Temporary infrastructural modifications will also be prepared in Off-Plot Scope. During the construction for example, there must be space for construction traffic, parking for building workers, site huts and the transport of materials. All these temporary facilities must be realised in such a way that they do not impact the HFR’s daily operation or the safety on the industrial site. Finally, preparations will be made in order to connect the facilities to gas, water, light and drains, in cooperation with the regional utility companies.
