Planning

The PALLAS project is subdivided chronologically into five phases:  

1. Preparation and tendering phase (2004-2012)

During this phase, exploratory investigation into PALLAS' feasibility and desirability will be conducted, the project organisation will be prepared and the commission for the design and build will be drafted. At the end of this phase, the contracts for PALLAS' design and realisation will be awarded.

2. Licensing phase (2012-2015)

The licensing phase (application and assignment) is crucial to PALLAS’ realisation. In this period, a design will be made that is detailed enough for applying the Nuclear Energy Act (NEA) licence (see licensing).  

3. Detailed design phase (2015-2017)

The period that is necessary to irrevocably establish the NEA permit includes both the licence issuance period and the objection and appeal period. This phase will be completed once all licences and permits necessary for build and operation have become irrevocable and once all documents have been approved and handed over. During this period, the definitive design including the specification will also be handed over, insofar as that has not been done during the licensable design phase.

4. Construction phase (2017-2021)

Acter succesfully completing the previous phases, PALLAS' actual construction can start. After construction is complete, a start can be made on commissioning.

5. Operation phase (from 2022)

After build and commissioning, PALLAS can definitively be put into operation, with an expected operational life span of at least 40 years (in any event until 2059). At the end of its operational life span, PALLAS will be decommissioned.
